In his article ¿El fin del agua en la Ciudad de México?, Alejandro de Coss traces the social roots of Mexico City’s water scarcity. These range from a crisis of governance to the depletion of natural resources under conditions of capitalism. He develops these ideas upon the example of the Lerma system, which nowadays contributes around 10% (some 4 m³ per second, and decreasing) to the water supply of the Federal District (now CDMX). De Coss has spoken to a host of workers of SACMEX, the public water utility and their accounts, along with the original argument, are what makes this article into a particularily good read.
